A notice of intention to make an application to enter a contemplated mortgage in the Register may be entered in the Register.
An application to enter a priority notice in the Register shall be made to the Director by or on behalf of the prospective mortg'agee in the form set out in the
Second Schedule, and shall be accompanied by the prescribed fee.
