s 31( 1)

The Authority shall use the powers given to it equitably and uniformly and in accordance with sound administrative practices.

(2)

The Authority shall not use any such power to serve an objective for which the power was not given and shall not use power in excess of that which is required to achieve the objective for which the power was given.

(3)

The decisions of the Authority shall be impartial and shall be motivated only by objective and rational considerations.
