Any person who is guilty of an offence under this Act or any regulations made thereunder shall, in the case of a continuing offence, be liable, in addition to any other penalty to which he is liable under this Act or any regulations made thereunder in respect of such offence, to a daily fine not exceeding $1,000 for each day the offence continues after conviction.
