His Majesty the Sultan and Yang Di-Pertuan in Council may make rules for carrying out the provisions of this Order, and, without prejudice to the generality of the foregoing, and providing for -
the appointment, duties, privileges and powers of persons to enforce any provision of this Order;
the prescribing of fees to be paid in respect of anything to be done in accordance with any provision of this Order.
