If the Commission proposes to make a decision for or in relation to the cancellation of a block exemption in respect of an agreement -
the Commission shall give notice of this; and
the provisions ofregulation 9 apply.
The notice referred to in sub-regulation (I)( a) shall be given to each person whom the Commission considers is or was a party to the agreement.
