s 139Any person who contravenes -

{a} any provision of this Order or regulations made thereunder; or 642

{b/ any specification or requirement made, or any order in writing, direction, instruction, or notice given, or any limit, term, condition or restriction imposed, in the exercise of any power conferred under or pursuant to any provision of this Order or regulations thereunder, is guilty of an offence and liable on conviction, if no penalty is expressly provided for the offence under this Order or the regulations, to a fine not exceeding
