The text as we hold it

(1)

The Council may conduct its business and determine its own procedure, including its meetings, in the way it considers appropriate.

(2)

The Council shall cause proper records of its proceedings to be kept.

(3)

All acts done by the Council shall, notwithstanding any vacancy in the Council, be as valid as if no such vacancy had existed.
