This Act shall bind the Government and shall apply to transactions by -
any department of the Government; or
Exchange Control
other persons acting on behalf of the Gov-ernment;
and the Controller shall not, by virtue of any contract made by them or on their behalf in relation to any securities, be under any obligation to grant any permission under Part IV or any exemption from the provisions of the said Part IV.
