A forest officer or a police officer may exercise, in respect of any building, place or land, all the powers referred to in section 24 without warrant if —
it appears to him that there is reasonable cause to believe that there is concealed or deposited in that building or place or on that land any forest produce in respect of which an offence against this Act is being or has been committed; and
he has reasonable grounds for believing that by reason of the delay in obtaining a warrant, the forest produce is likely to be removed.
