An heirship right conferred by a foreign law in relation to the property of a living person shall not be recognized as -
(a}
affecting movable property in any part of the world for the purpose of section 106(1){a) or any other purpose; or
constituting or creating an obligation or liability for the purpose of sectioD; 101 (2) or any other purpose.
