( 1) If a person goes to sea as a qualified officer, doctor or seaman of any description without being such a qualified officer, doctor or seaman, that person shall be guilty of an offence and liable on conviction to a fine not exceeding
$5,000.
In this section, "qualified" means qualified for the purposes of section 47.
