Without prejudice to the jurisdiction of the High Court, a Court of Magistrate shall havejurlsdicti~

to try any offence against this Act or any regulation made thereunder, other than an offence under section 6(2) and (3), and notwithstanding the provisions .ofany written law to the contrary, such Court shall have power to impose the penalty or combination of penalties prescribed for any offence under this Act.
