The Minister may, with the approval of His Majesty the Sultan and Yang Di-Pertuan, make rules prescribing —
fa) the form and the terms and conditions of granting a licence;
licence
"licence" means a licence for the business of pawnbroker granted under this Order;
the procedure of the business of pawnbrokers;
the manner in which sales or auctions under this Order are to be conducted;
generally for the carrying into effect of the objects and purposes of this Order, including such incidental, consequential and supplementary provisions as the Minister considers necessary or expedient.
