Where a member of the rank and file is discharged by the Chief Police Officer on the ground that he is unlikely to become, or has ceased to be, an effitient police officer and a pension gratuity or other allowance cannot otherwise be granted to him in accordance with these regulations, the

Sultan in Council may, if he considers it justifiable in all the circumstances of the case, grant such pension, gratuity or other allowance as he thinks just and proper.
