16. No member of the rank appointed who

(a)

and file shall be re-Prohibition against re-a ppomt mcnt

(b)

is considered unlikely to become, or has ceased to be, an efficient police officer;

is certified by a Government Medical Officer to be physically or mentally unfit for service in the Force.
