5. Regulations

His Majesty the Sultan and Yang Di-Pertuan in Council may make regulations -
to provide for the use of the books delivered pursuant to section 3(1);
books
"books" includes every part or division of a book, report, pamphlet, periodical, newspaper, sheet of letterpress, sheet of music. map, plan, chart or table separately published, but shall not include any second or subsequent edition of a book unless such edition contains additions or alterations either in the letterpress or in the maps, prints or other engravings belonging thereto;
to provide for the fees to be imposed in respect of any publication supplied under section 4 by the Director and the conditions under which the payment of such fees may be waived;
Director
"Director" means the Director of Language and Literature Bureau. [S 48/2 0 1 81
to prescribe anything required to be prescribed under this Act;
and
for excluding any class of books from the operation of the whole or any part of this Act.
