If any ship fails to comply with any requirement of these Regulations, the owner and the master of the ship shall each be guilty of an offence and shall each be liable on conviction to a fine not exceeding $20,000, imprisonment for a term not exceeding 2 years or both.
Exemption in certain circumstances.
