When it is found necessary to cancel a receipt form, all forms with the sanie serial number shall be endorsed ''cancelled" and sign-ed by a responsible officer. The original and the duplicate receipts shall be forwarded with the relevant cash account to the Treasury or
Sub-Treasury.
