In qatlul-’amd, the right of qisas are as follows —
where there is only one wali-ad-dam, he alone has the right of qisas;
wali-ad-dam
“wali-ad-dam” means heir or heirs of the victim of a crime who has the right to pardon the offender who has committed an offence against the victim.

where there is more than one wali-ad-dam, the right of qisas vests in each of them;
where the wali-ad-dam is not mukallaf, the right of qisas is taken over by his wali;
where the victim has no wali-ad-dam, the right of qisas is exercised by His Majesty the Sultan and Yang Di-Pertuan.
mukallaf
“mukallaf” means a person who has attained the age of 15 years qamariah and of sound mind;
wali-ad-dam
“wali-ad-dam” means heir or heirs of the victim of a crime who has the right to pardon the offender who has committed an offence against the victim.
