The Board may, from time to time, in respect of a specified matter or class of matter, by writing, delegate any of its powers to a member, a committee of the Board or an officer of the Centre.
Every member, committee or officer purporting to act pursuant to a delegation under this section shall, in the absence of proof to the contrary, be presumed to be acting in accordance with the terms of that delegation.
No delegation under this section shall prevent the exercise of any power or the performance of any function or duty by the Board.

“Centre” means the Centre for Strategic and Policy Studies established by section 3;
