88. Passengers' baggage etc. and postal goods exempted

This Part shall not apply -

(a} to accompanied passengers' baggage or personal effects;

(b J to fresh fish locally taken; and

(cJ except as provided by subsection (31 of section 83, to any goods sent by post.
