28. Penalty for breach of rules

Subject to the provisions of sections 54 and 55, whoever commits a breach of any rule made under section 52 for the breach of which no penalty is expressly provided by rule made under section 52, is guilty of an offence and liable on conviction to a fine and imprisonment for 5 years.
