In order to comply with the requirements of this Order, any insurance product or policy must be a product or policy which -
{a) is approved by the Authority; or

"Authority" means such person as is appointed by His Majesty the Sultan and Yang Di-Pertuan under subsection 11) of section 4 to be the Authority for the purposes of this Order;
is issued by an insurer and registered by the Authority.
