Every proceedings, relating to any of the properties or liabilities
liabilities
"liabilities" includes debts, duties and obligations of every description wEresoever arising (whetherpresent or TutuEand-actual or contingent);
(including. without limitation, any assets, interests, rights, privileges and obligations) transferred to the Authority under section 38 pending or existing immediately before the appointed day, by or against the Government, or any person acting on its behalf, may be continued, completed or enforced by or against the Authority.
