2. In this Act, unless the context otherwise requires-

"the Board" means the Brunei Economic De-velopment Board established under section 3 of the Brunei Economic Development Board Act;

"Licence" means a licence issued under this Act;

"Licensee" means any person who holds a licence granted to him or on his behalf.
