Section 5

( 1) The Board shall be responsible for the adminis-Board tration of this Act and may authorise any of its officers or a {~~~h~siblc

Committee to exercise any of the powers conferred and administrati-on ot th1s Act perform any of the functions imposed upon the Board by this Act on its behalf.

For the purpose of this section, the Board shall have the power to establish a Committee which shall consist of such number of members whether appointed from amongst members of the Board or not as the Board may think appropriate.
