The Chairman shall preside at all meetings of the Council at which he is present.
Chairman
“Chairman” means the Chairman of the Council referred to in section 10(1);
If the Chairman is absent from a meeting of the Council, any one of the Deputy Chairmen, to be appointed by the Chairman, shall preside.
