When any person is charged before a Court with an offence under this Act or any regulation made thereunder, no further proceedi~gs in respect thereof shall be taken against him without the consent in writing of the Attorney General, except such as the Court may think necessary by remand whether in custody or otherwise to secure the due appearance of the person charged.
