The Minister may make regulations providing for the carrying into effect of the purpose and intent of this Act.
If any person contravenes this Act or any regulation or order made or given hereunder, he shall be guilty of an offence, and if no penalty has been prescribed for such offence:

"person" includes an individual, body, company, corporation, sole trader, firm, joint venture, asso-ciation, trust, syndicate, group, organisation, entity or a partnership of all or any of the foregoing, in each case whether or not having separate legal personality;
