12. Functions of tribunal

In plain English

The main job of a tribunal is to try to help all parties to a dispute agree a settlement. If they agree, the tribunal may make orders. If settlement seems impossible within a reasonable time, the tribunal must decide the dispute. It decides on the merits and justice of the case, considering the law but not bound by strict technicalities.
